In the eyes of the general public, nonconsensual experimentation has been a non-issue, an issue that comes and goes and a threat the public knows little about. While most agree with the Universal Declaration of Human Rights, adopted in 1948, which states "All human beings are born free and equal in dignity and rights", in practice victims of human experiments without their consent have lost their rights in the United States. There has been the Tuskegee syphilis experiments, conducted by the U.S. National Institutes of health and radiation experiments by the U.S. Atomic Energy Commission. Forty years have passed before the U.S. government admitted the classified radiation experiments, although victims had tried to bring the issue into the public arena. 1
The U.S. government claimed they had experimented on 500,000 citizens and that does not take into account the number of citizens in entire cities like San Francisco in the 1960's as they have stated and other cities that have been sprayed with chemicals and other biological agents. The numbers than increase into the millions. The information released is only what the government chooses to release which means how many more citizens have truly been effected by human experimentation the numbers must be staggering in the past 50 years. The Defense Department receives billions of dollars a year and we do not know how much of that is spent on classified nonconsensual black operation human experimentation since this knowledge becomes a U.S. National Security issue.
What we do know is that there are allegations of an illegal nonconsensual classified experiment program involving new electromagnetic technologies.
Many human rights organizations that have been formed over the past 10 years have been listening to claims of mysterious illnesses, abuse, harassment, and of citizens receiving electric shocks by an invisible bullet without anyone standing next to them. In trying to find answers many have been directed to military, intelligent agencies, and some private industries human experimentation. While investigating these claims unclassified Government information about Directed Energy Wave Weapons and the invisible bullet have been uncovered. One such wave is known as low frequency electromagnetic technology. This technology has been documented to alter brain wave patterns and has been used in mind control programs. Now there is an international campaign to end human rights violations of these technologies.
This involuntary program uses classified weapons of mass destruction based on electromagnetic and neurological technologies known as non-lethal directed energy weapons on U.S. citizens and many citizens of the world. This is a classified human rights issue to be compared with the Holocaust. Electromagnetic and neurological technologies are being developed and are on line, for political and military use. The technology is currently being used in harassment programs of nonconsensual human experimentation, in domestic and foreign intelligence projects and for military action. 1 there are two phases of the experimentation program the first phase is the Harassment/Surveillance project and the second phase is the assaults with Directed Energy Weapons project
PHASE 1 HARASSMENT/SURVEILLANCE PROJECT
The methods reportedly employed in these harassment campaigns bear a striking resemblance to those attributed to the CIA and FBI during Operations MKULTRA, MHCHAOS AND COINTELPRO. They also use Echelon, Tempest, implants, microchips, and cellular phones. There have been victim reports as early as 1955. Like most illegal experiment programs, powerless people have been targeted. The use and development of the technology in experimentation began with scattered cases in prisons and hospitals, on street people and mental patients, political enemies of the state and on foreigners, veterans in the 1950's and 60's. By the 1990's, they have added middleclass people and also professionals, whistleblowers, activists, who are victims from most countries of the world are coming forward with stories of torture, mainly from the United States and Russia. Some cases include children. Victims say that the experimenters have no morals.1 Breaking a person and isolation the ultimate goal. 2 Then the covert scientist will have easier access to their experiment; the human guinea pig.
Victims report Black Bag intelligence break-ins with calling cards left behind, burglaries, mail tampering, email tampering, computers crashed, light bulbs tampered with, food and medicine tampering, clothes torn or stolen, injected with drugs, and cars vandalized, slashed tires. Phones taped, harassing phone calls, through the wall radar, surveillance inside and outside their residence 24 hours a day 7 days a week.
Victims report offensive odors like chemicals, which cause a person to leave an area. Noise campaigns are common, Reports of all types of sound distortions and manipulation of sound levels, even the creation of harassing sounds always synchronized tones. Stalking of victims by assailants with sudden bizarrely-rude treatment, recurrent confrontations by unusually hostile strangers; and comments by strangers which appear intended to evoke "paranoid" reactions, and "street theatre" just like in the movie Truman Show. 1
Most victims have been discredited by the usual political tactics and humiliated, most have lost their families trust, jobs, homes, and possessions. Many experienced missing time and being abducted from their homes and returned sometimes hours or days later. When returned to their homes they had strap marks on their wrists and ankles, bruising and bleeding from various parts of their bodies and headaches. Just like what happened to many of the children who were Mkultra victims. Many victims have had loved ones die or acquaintances die during the initial beginning of the program which caused the initial trauma. Isolation of the individual from members of his/her immediate family--virtually assured when highly focused forms of electronic harassment commence. 2 To make this first phase work it takes several people to help break, harass, and conduct surveillance on a person and most have had their neighbors and coworkers become co-conspirators.
Perpertrators such as Neighbors/Informants/co-conspirators
Many victims have their neighbors harass them like stalkers. The neighbor's residence is used as bases of operation and training. Their cars are also used to set up harassment with concealment devices and emitters of this energy. Victims state the goal of the targeting is to destroy them, physically, mentally, professionally and on a personal level, to drive them to violence or suicide. The victims report debilitating extremely disruptive and severe tactics along with the physical and mental harassment twenty-four hours a day, anywhere in the world, for years on end. 2 Many victims move from city to city and state to state or even venture to another country and a new neighbor moves in or a new employee and the harassment begins. They never get relief though out the world.
Implants and microchips
Many victims have extreme headaches or loss of time seek medical help and for some victims when x-rays are taken implants or microchips have been discovered in their heads. The implants and microchips are also a surveillance tool as well as a receiver of EM. Jose Delgado, whose advice Dulles also sought, was a Yale psychologist whose vision "was to perfect techniques for making not only animals, but humans respond to electrically transmitted commands." Delgado's subjects can be placed within an electromagnetic field (EMF) where. even without direct brain contact the behavior changes. 3
With this "DNA microchip" comes total loss of privacy and total outside control of the person's physical body functions, mental. Emotional and thought processes, including the implanted person's subconscious and dreams! for the rest of his life! Each brain has a unique set of bioelectric resonance/entrainment characteristics. Remote neural monitoring systems with supercomputers can send messages through an implanted person's nervous system and affect their performance in anyway desired. They can of course be tracked and identified anywhere in the world. Only increased public awareness of the microchip implants, their frightful consequences to privacy influencing of individual thoughts and actions, causing people to become biological robots with physical and emotional pain whenever the supercomputer technician so wishes, is enough reason to refuse to take the chip into your body for whatever reason. 11There is a microchip now in the hands of the government that has the potential of becoming the "mark of the beast" where you 'Can Not "buy or sell" without it. Carl Sanders, was a top electronics engineer and inventor for the U.S. government, who worked with the FBI, CIA, IRS and other government agencies designing spy technologies and surveillance equipment. He holds several patents and has been presented with the President's and Governor's Awards for Merit and Design Excellence.
Dr. Bakay told the Congress of Neurological Surgeons in Seattle 1998 that the implants he uses for paralyzed patients to be connected to a computer. Consisted of two hollow glass cones, each no bigger than the tip of a ballpoint pen. Each cone contained a tiny electrode. The doctors also inserted a natural human substance that encourages nerves to grow, which they extracted from the man's knee. they inserted the cones into the patient's motor cortex, the region of the brain that controls movement. 14 Here is a list of

Mobile/ Cellular Phones
Mobile phones have tracking device in them even when they are not on. These can also be used in mind control was a brilliant idea. Military and police agencies can follow every user, influence their thoughts through microwaves, cause healthy people to hear voices in their heads and if need burn their brain in a second by increasing the current 20,000 times. Heating effect of tissues with speed of light is a known effect of high power microwave and electromagnetic pulse weapons.11 Most victims do not own cellular phones because the perpetrators use the phones, laptop computers, ham-radios, and company mobile phones to send signals and intensify their weapons and redirect the weapons also. There is documentation about a General who died from head trauma while using the cell phone. In studying the use of cellular phones scientists have found out that ELF can cause brain cell damage, and tumors. There are several lawsuits now bending against telecommunications companies for cell phones causing brain tumors in the exact place on the plaintiff's head they would hold their cell phone at. Many scientists report an increase of breast cancer in women overexposed to ELF.
In recent years many lawsuits are being filed against cellular phone companies after the people have developed brain tumors from cell phone use in the exact area where they place the cell phone against their head. There have been several people who were employed by cellular companies to build and test the phones. Each employee was given a phone to use for testing and many them after 3 to 6 months from working for them developed brain tumors. Many can not be operated on and going to die. Several have had the tumor removed and are undergoing cancer treatment. There is a recent report of a neurosurgeon who now has brain tumor and is suing the cell Phone Company. We do know regular use of the cell phone is dangerous and with the Government being able to aim and direct energy waves how many are going to be controlled killings. There is also a report from Japan in 1998 when 700 people were hospitalized while watching Pokeymon on T.V. 60 were put into coma. Most of the people who were effected were children and the elderly. The scientists and military can send the signal to harm a person from any source, which is transmitting a signal or wave. This can be intercepted,redirected, reconfigured, and intensified. They can also input information into any wave or signal TV, radio, computer, and Internet and with the Electromagnetic Pulse (EMP) they can make any electrical device either stop working or blow it up in a vast area.
Echelon
ECHELON located in England, is perhaps the most powerful intelligence gathering organization in the world. There are several credible reports that suggest that this global electronic communications surveillance system presents an extreme threat to the privacy of people all over the world. According to these reports, ECHELON attempts to capture staggering volumes of satellite, microwave, cellular and fiber-optic traffic, including communications to and from North America. This vast quantity of voice and data communications are then processed through sophisticated filtering technologies.
This massive surveillance system apparently operates with little oversight. Moreover, the agencies that purportedly run ECHELON have provided few details as to the legal guidelines for the project. Because of this, there is no way of knowing if ECHELON is being used illegally to spy on private citizens.
Tempest
TEMPEST is the code name for technology related to limiting unwanted electromagnetic emissions from data processing and related equipment. Unintentional emissions from a computer system can be captured ad processed to reveal information about the target systems from simple levels of activity to event remotely copying keystrokes or capturing monitor information. It is speculated that a poorly protected system can be effectively monitored up to the order of a kilometer from the target equipment. 5 These harassment/surveillance techniques are a potential threat to all civil liberties, and we urge the governments of the world to protect our rights.
PHASE 2 DIRECTED ENERGY WEAPONS PROJECT
After the victim becomes isolated from everyone in the world. The victim now having feelings of regret, remorse, of loss, trauma, and are emotionally and physically drained and broken. Most victims are being given drugs by their assailants either in their water, food, vitamins, prescription drugs, or are injected into them while they are out and about. Some have a drip system put into their bodies, which can be triggered to administer a certain amount of a drug up to a month. The scientists used many different drugs during the MKultra program to enhance the brainwashing capability 9 During this initial Harassment/Surveillance project the conditioning of the mind has taken place with the help of trauma, drugs, noise, lights, an entrainment process has begun. Then the second phase begins with the use of directed energy weapons. Some of the weapons used are pulsed microwaves and high-power microwave emitter, ultra-sonic signal tones EM, pulsed microwave audiograms, infrasound, acoustics, ultra high-power electromagnetic weapons, extremely low frequency electromagnetic weapons, and various other directed energy weapons. The term, " non-lethal," is misleading since the energy emitted from all of these weapons can kill when appropriately amplified.
Ultra High Frequency (UHF)
Electromagnetic energy beams can be used to induce "considerable agitation and muscular activity" or "induce muscular weakness and lethargy." 8
Pulsed Microwaves and high-power microwave emitter:
This can also be used to burn human skin, enhance the effects of drugs, bacteria and poisons, or affect the functioning of the entire brain. 8
Ultra-sonic signal tones EM
This can also cause amnesia or "missing time" by overstimulating the production of acetycoline in the brain, a neurotransmitter associated with storage of memory. This process is known as EDOM or Electronic Dissolution of Memory. The E.D.O.M. alters time senses by emitting radiowaves and ultra-sonic signal tones, which in turn act upon memory storage chemicals in the brain." It has been claimed that this process is used to "wipe" specific memories from the minds' individual's who have been exposed to highly classified information and are leaving the employ of government agencies who deal with sensitive information. 7
Tests have demonstrated that powerful microwave pulses could be used as a weapon in order to put the adversary hors de combat or even kill him. It is possible today to generate a very powerful microwave pulse (e.g., between 150 and 3000 megahertz) with an energy level of several hundreds of megawatts. Using specially adapted antenna systems, these generators couple in principle transmit over hundreds of meters sufficient energy to cook a meal some research seems to have confirmed that extremely low frequency electromagnetic fields, modulated to be similar to normal brainwaves, could seriously affect brain function. 6
Extremely Low Frequency Electromagnetic Weapons
The device employs electromagnetic radiation(EMR) of gigahertz frequency, pulsed at extremely low frequencies (ELF). It is used to torture people both physically and mentally, form a distance. Weapons of this type were used against the British women protesting the presence of American cruise missiles at
Greenham Common Air Base during the seventies. This caused total sensory deprivation by broadcasting signals into the auditory nerve at such high power that it blocks the victim's ability to hear them think.8
Another EM device developed was an electromagnetic device that employed time-varying fields of low intensity pulsed in the ELF range, at the frequencies between 1 and 10 hertz. Your brain flooded with histamines, resulting in uncontrollable fits of vomiting.8
Extremely low frequency (ELF) electromagnetic In another research investigation it would be shown that the spoken work of the hypnotist may also be conveyed by modulated electromagnetic energy directly into the subconscious parts of the human brain , without employing any technical devices for receiving or transcoding the messages and without the person exposed to such influence having a chance to control the information input consciously. It may be expected that they rationalize their behavior and consider it to be undertaken out of their own free will." 12
The electromagnetic technology works on the theory that the mind and body are an electromagnetically mediated biophysics system and the electromagnetic signals from outside sources can mimic the mind and body's electromagnetic signals and therefore a weapon can be developed based on these principles. There is evidence that since the 1950's, the U.S. and other governments have been developing electromagnetic weapons, which can remotely target the electromagnetic system of the human body for military, and intelligence purposes. 2
Mind Control technology in the US A is classified under "non-lethal" weaponry. the name is totally misleading because the technology used IS lethal, but death comes slowly in the form of "normal" illnesses, like cancer, leukemia, heart attacks, Alzheimer's disease with loss of short term memory first. No wonder these illnesses have increased all over the world. When the use of electromagnetic fields, extra-low (ELF) and ultra-low(ULF) frequencies and microwaves aimed deliberately at certain individuals, groups and even the general population to cause diseases, disorientation, chaos and physical and emotional pain breaks into the awareness of the general population, a public outcry is inevitable. 11
According to Navy studies EM also cause fatigue states, depression, insomnia, aggressive, long and especially short term memory loss, short catatonic states, cataracts, leukemia, cancer, heart attacks, brain tumors and so forth. 11According to Capt. Tyler, " a 1982 Air Force review of biotechnology had this to say: Currently available data allow the projection that specially generated radio frequency radiation(RFR) fields may pose powerful and revolutionary antipersonnel military threats. Electroshock therapy indicates the ability of induced electric current to completely interrupt mental functioning for short periods of time, to obtain cognition for prolonged intervals." Further, "experience with electroshock therapy, RFR experiments and the increasing understanding of the brain as an electrically mediated organ suggested the serious probability that impressed electromagnetic fields can be disruptive to purposeful behavior and may be capable of directing and or interrogating such behavior while " the passage of approximately 100 milliamperes through the myocardium can lead to cardiac standstill and death, again pointing to a speed-of light weapons effect." 12
Active Denial System
In a neatly calculated "unveiling" of weapons designed for social control, for use against civilians and the suppression of dissent, the Pentagon has gone "transparent" with the latest in electronic weapons technology which targets people. At a selective press briefing for congressional and military leaders this past March 1st 2001, Pentagon officials stated they were "developing a new non-lethal weapons which uses electromagnetic energy to cause a burning sensation on the skin The "biggest breakthrough in weapons technology since the atomic bomb" is none other than the so-called "Vehicle-Mounted Active Denial System" or VMADS. According to the March 5th issue of the Marine Corps Times, (cited above) in an article entitled, " The people Zapper: This new secret weapon doesn't kill, but it sure does bur the "VMADS" system is the first non-lethal, directed energy weapon designed specifically for use against humans." The weapon" focuses energy into a beam of micromillimeter waves designed to stop and individual in his tracks." Powered by electricity, it would ultimately " be powered by the modified Humvee on which it would be mounted."...They are developing "high powered electromagnetic weapons and countermeasures". Raytheon Missile Systems are developing this. The Air Force unveiled their EM weapon as well which is being made by Lockheed Martin Space Systems at Kirtland, AFB and soon to be taken over by Electronic Systems Center at Hanscom Air Force Bass, Mass.. 13
The pulsed microwave audiograms, or analogs
Are spoken words" sounds. The effect on the receiving end is the (schizophrenic)sensation of "hearing voices" which are not part of the recipients' own thought processes. The report of physical pain, microwave burns, sleep deprivation and voices of threats and abuse 24 hrs. a day. The experiment prompted the following comment in The Body Electric: Electromagnetism and the Foundation of Life, by Robert O. Becker, M.D. and Gary Selden(Wm. Morrow & company, NY, 1985); "Such a device has obvious applications in covert operations designed to drive a target crazy with 'voices' or deliver undetectable instructions to a programmed assassin." 2
Most victims report a blatant arrogance in how the technology is used. the attitude that "you will never stop us and we can do anything we want to you," is reported over and over by victims. It seems to be a cruel psychological trick, either to bring out the worst behavior in victims, and /or an effective cover story and diversion for the actual experiment being conducted. or it is designed to break personalities, like torture. It is effective: most victims are left to sound mentally ill while they explain that their neighbors are after them and the government is beaming them with microwaves. 2
These different technologies cause various effects of pain and can incapacitate the victim. Victims report very serious symptoms such as on, off control of pain in any nerve of the body, total control of body functions such as manipulation of breathing and heart beats, including heart stoppage and severe pain. Many victims report dream manipulation, sleep deprivation, or induced sleep at inappropriate time, memory input and control, subliminal control, visual hallucinations, holograms, hearing distortions, sense of touch distortions, microwave burns, involuntary muscle movement, voice and speech input, control of emotions and personality overlay.
Victim's report heat sensations to different organs of the body. The technology that can see what the victim is seeing in real time. 1 Most have digestive tract health conditions with massive rectal bleeding. At lower levels of amplification, they can cause extreme forms of physical discomfort, debilitation and confusion. 2 Both men and women are assaulted on their sexual organs which cause extreme discomfort and pain. Many are effected by severe migraines, teeth lose, burns, cataracts, leukemia, ulcers and various types of cancer, head lesions, and heart attacks.
Why does the U.S. Government have such a program?
To understand this program we must look back to the CIA during the 1950's to 1971 Mkultra Mind Control program in which victims were drugged, received electronic shock, ritual abuse tactics including rape and sexual torture, many were put into comas, many victims who survived tell us of victims who were drowned and brought back to life during these experiments and some died. Many Mkultra victims tell of stories and many have matching stories most talk about the deaths, which occurred. Which means we are dealing with murderers and the cover-up. This Black Operation was being conducted by many of the Nazi scientist who was brought over from Germany and some of the scientists were American. These sick, demented, sadistic scientists were allowed to torture their patients for 14 years. These scientist showed no mercy just like Jose Delgado one of the most evil scientists still alive today who lives in Spain.3 They learned how to break a person and then form a mind that was controlled by them. They wanted to design covert CIA assassins, couriers, and espionage soldiers. They wanted to find the best way to extract information from espionage agents. They conducted these experiments under the cloak of National Security perhaps with Nazi mentality to form soldiers to rule the world. 9
Today's program encompasses the same tactics along with new directed energy weapons like the electromagnetic energy. The scientists today have gone high tech with mass population control. Most victims have found that they are not the only victims in their city. Their neighbors, fellow workers, and the entire city are being beamed with waves as Dr. Nick Begich in his books Earthrising and Angel Don't Play Haarp's Anymore. He talks about mass populations are being irradiated by extremely low frequency these electromagnetic waves which have been proven to alter brain wave patterns as well as altering DNA and have other biological effects on a person.
The scientist's attitude has not changed they are as ruthless today as they were in the past with a total disregard for human life. To keep the cover-up of this program working they now have a force of many co-conspirators in the fire dept, doctors, nurses, dentists, police, psychologists, sheriffs, and school personnel who are involved in the harassment. These co-conspirators do not treat the victim for the ailments caused by these weapons, do not attempt to protect the victim, the victim is treated as if it is a fabricated story, or victims are even assaulted by them with the weapons while under treatment. It is as if a Secret Government perhaps the New World Order exists. All of the harassment and torture has to take place so the victims feel they have no way out. Many have been driven to suicide or violence and are in prison. For those who survive the broken mind is now ready to be used for whatever purposes the perpetrators want to condition it for.
Is this program a new type of imprisonment for security risk citizens, or is it another CIA and military mind control experiment to control all citizens of the U.S. or would that be the Secret Government and the take over of the World , or is it a new type of genocide procedure. It is hard to reason why the Secret Government is conducting this program but they are in charge of an electronic prison and a person's own body and home are the prison walls. This Secret Government is relying on the ignorance of the American public, misinformation, and a media, which asks no questions or works under their control. They are relying on Americans thinking it is a far-fetched idea or seems to pull too far away from reality. These are opinions that work right into their hands. This is why and how this program can continue to work. By the time America wakes up and pays attention it might be too late with all freedom as we know it lost and in control of the ruling few. How many citizens are conditioned we don't know for sure; maybe all, but the monthly new victim rate is increasing at triple the rate 5 years ago.
America is not paying attention to the everyday exposure to ELF from all electrical outlets, appliances, cell phones, computer screens, and cell towers. The Government does not even want everyone to know how cell phone electromagnetic energy endangers the U.S. citizen's life. because of what the Government is really using it for. There is government documentation that issues a warning to all pregnant women not to work in front of a computer screen during the first trimester of their pregnancy to avoid a chance of the ELF waves causing harm to the fetus. Is anyone paying attention to this Government warning. How much harm to you brain do you think having a cell phone to your head will cause.
